Revitalizing plan of equipment manufacturing to promote independent development of China's equipment

　　China's State Council executive meeting deliberated and approved in principle the plan for restructuring and revitalizing the equipment manufacturing industry on April 4. The plan clearly pointed out that to speed up the revitalization of the equipment manufacturing industry, we must rely on national key construction projects and carry out large-scale independent work of major technical equipment.

　　Relevant experts pointed out that the biggest highlight of the plan is the equipment autonomy. In order to promote the equipment autonomy, the plan requires that the key projects in the fields of efficient and clean power generation, ultra-high voltage power transmission and transformation, coal and metal mining mining, natural gas pipeline transportation and liquefied storage and transportation, high-speed railway, urban rail transit and other fields should be relied on to realize the domestic manufacturing of key products; combined with the key projects of iron and steel, automobile, textile and other major industries, the independent equipment should be promoted.

　　Song Xiaogang, Deputy Secretary General of China Machinery Industry Federation, said that the equipment manufacturing industry is a strategic industry that provides technical equipment for all sectors of the national economy. Equipment autonomy is not only related to the development of the equipment manufacturing industry itself, but also to the national economic security.

　　Song Xiaogang said that China is close to the international advanced level in the fields of power generation equipment and heavy equipment, but there is still a certain gap between China and the international advanced level in such fields as large-scale petrochemical general equipment and high-grade CNC machine tools. In order to promote the equipment independence, we must further enhance the independent innovation ability of enterprises, promote the optimization and upgrading of industrial structure, and comprehensively enhance the industrial competitiveness.

　　In order to improve the basic supporting parts and basic technology level of China's equipment manufacturing industry, the planning points out that it is necessary to improve the technical level of supporting products such as large castings and forgings, basic components, processing aids, special raw materials, etc., so as to lay a solid foundation for industrial development.

　　In this regard, Wu Shengfu, general manager of China First Heavy Machinery Group Co., Ltd., said that it is of great significance for the whole industry to do a good job in basic parts and components. Although China can produce a lot of large-scale equipment, it has not been able to solve the problem that the key parts can not keep up with each other. Some important bearings, hydraulic components and high-pressure vessels rely on imports for a long time.

　　The plan proposes to establish a risk compensation mechanism for using the first set of domestic equipment. Song Xiaogang said that in fact, in 2006, the "several opinions on revitalizing the equipment manufacturing industry" issued by the State Council has required "to encourage the ordering and use of the first domestic (set) major technical equipment".

　　Wu Shengfu said that the risk compensation mechanism for the first domestic equipment (set) proposed in the plan will help to effectively reduce the risk of using the first domestic equipment (set), so as to encourage China's equipment manufacturing enterprises to continuously innovate and develop.

　　Affected by the international financial crisis, China's equipment manufacturing industry has encountered some difficulties. According to the statistics of relevant departments, in the last two months of last year, the output of more than half of the main products monitored by the machinery industry decreased year on year, and the profit of the machinery industry decreased by 8.2% from September to November last year.

　　Wu Shengfu said that China is still in the era of industrialization, and the domestic market of equipment manufacturing industry is still very large. Driven by the revitalization plan, the prospect of China's equipment manufacturing industry is bright.
